Just finshed running my test and the results all point to the privy.
1) ran game for 5 years no privy - everything okay
2) ran game for a further 5 (10 total) - everything okay
3)put in privy (year 11)- imediantly bug happens, delete it bugs fixes its self
4) started new game year 1- added privy imediantly bug
5) took out privy - bug fixed
6) tried out other decorations from that set - no problem

Thank you all for the help with figuing this out. not sure what to do now other than not use that model but thats fine now I dont have to delete the save game I was working on.
