Long Black Screen after placing CC.pkm into WinData folder (MacOS)

As explained in the title, Banished goes into a extended black screen and freezes after enabling the <abbr title="Colonial Charter">CC</abbr> mod in-game. I am playing on Mac High Sierra with the most current version of <abbr title="Colonial Charter">CC</abbr>. I using PlayOnMac as my client for the game

Sorry, I'm not familiar with Mac or PlayOnMac at all.  Maybe someone familiar with these can answer your questions. You might also try asking your question on the Steam Discussion Group or Reddit.
