Dress Coats are clothing and they give your villagers a little variety. They also allow you to use Linen, produced by a Weaver, if you are able to grow Flax before Wool or Cotton.
The Tailor, Clothier, Tailoring Company, and Seamstress make Dress Coats, using Linen.
