the Village Hall has a graphical glitch. Everytime I scroll up or down, the Village Hall turns black. When I scroll back, it turns back to normal.

I believe it has something to do with the way the building is created in the 3D software, e.g. missing one of the texture effects at a certain Level Of Detail when creating the building. However I have no experience with any of the 3D software the mod makers are using so I'm only guessing at the cause - but I don't believe that it's an indication that your graphics card is failing (unless you're seeing graphics problems on other games as well).
